Aug. 22, 2007 Kentucky union members are signing up and ready to roll to put a working family-backed governor in Frankfort. If you're going to steal something from a child, it's best to do it when the adults aren't watching. That's what the Bush administration did late last Friday when it launched an under-the-radar attack on the State Children's Health Insurance Program (SCHIP). The Bush White House imposed new SCHIP rules that will prevent states from expanding the program to more of the nation's 8 million uninsured kids from low- and moderate-income families. A top New Jersey official says, "We are horrified."
